Why card payments fail across borders

AWS collects from each account through the methods that account has on file, which usually means an international card. A payment made from another country is a cross-border purchase. The issuing bank decides whether to approve it under the foreign-exchange rules that apply in the buyer's jurisdiction. A card can be declined for the merchant, the monthly limit, or a missing tax document, and the failure often looks like an AWS problem when it is a banking one.

Domestic debit cards that cannot be used abroad are declined for the same reason. Mobile wallets and domestic payment apps settle inside their own country and are not AWS payment methods. Payment processors that serve online shops are not a route to AWS either, because they do not handle a standard monthly cloud invoice. The honest test is whether the payment method appears in AWS's own list for your account.

The paperwork is a separate failure. A dollar invoice from AWS does not, on its own, give a company a local tax invoice. Taxes apply as applicable in your jurisdiction and the contract. Until finance holds an invoice it can file, every monthly bill becomes an exception. For more on AWS availability from different markets, read is AWS available in your country. For where data lives, read data residency.

The four ways to pay, compared

Four paths are in real use. Only one of them produces a local invoice. The comparison below is about mechanisms, not prices. Card limits, tax rates and exchange spreads change, and this page does not publish them.

An international or dual-currency card is the default path. It works when the issuing bank authorises the merchant, the card has enough international limit, and someone is willing to put the bill on it. It fails when the bank declines the charge, the monthly cap is reached, or procurement refuses a card statement as the record.

A virtual dollar card follows the same mechanism with a different issuer. The bill remains in dollars, the card still has to clear, and the conversion happens at the issuer's rate and fee. It suits an individual testing AWS. It is a weak base for a company that must present a local invoice at audit.

Someone else's card, or a purchased "verified" account, is the route most likely to end in suspension. AWS terms do not allow buying, selling or transferring accounts. When the cardholder disputes a charge, or AWS links the account to a broker, the account and its data are exposed. No support path makes that safe.

A partner invoice is the company path. TiCON Cloud buys the AWS usage and invoices the customer locally. The technical estate does not change: same console, same APIs, same Regions. What changes is who you pay, in which currency, and on which document. Reseller pricing on compute and storage is typically 15–35% below AWS list, with CloudFront bandwidth up to 40% lower. These ranges come from TiCON's own planning figures. They are not calculated from a sample bill on this page.

Card limits, tax rates and exchange rules are left out on purpose, because they change and each bank or authority applies its own. Ask your bank for the current card limit, and read the tax lines on a real invoice rather than a web page.

How partner billing works

Moving billing to a partner does not mean rebuilding the architecture. Existing accounts can be linked, and new accounts can be opened under the partner relationship. The steps below describe the commercial procedure TiCON Cloud runs from its Dhaka office. Timing depends on how complete the paperwork is.

Moving AWS billing to a partner invoice, about 10 days

A company can switch billing to a local invoice without moving workloads. Follow the steps in order.

  1. Step 1:

    Request a review.

Send a recent AWS invoice or a description of the account to TiCON Cloud. The free cloud bill analysis is the usual starting point. No card is needed to begin.

  2. Step 2:

    Complete company checks.

Provide company documents, an authorised signatory, and the billing entity that will appear on the invoice. Workloads are not changed at this step.

  3. Step 3:

Link or create the AWS account.

An existing account can be linked for partner billing, or a new account can be created under TiCON's organization. Root access and account ownership are agreed in writing, so it is clear what happens if the contract ends.

  4. Step 4:

    Keep running on AWS.

Services stay in ap-south-1 (Mumbai) or ap-southeast-1 (Singapore). AWS meters usage as before. You keep using the console, CLI and APIs.

  5. Step 5:

    Receive one monthly invoice.

Each month you receive one invoice in local currency covering the usage on that account. Taxes are applied on the invoice as applicable in your jurisdiction. This page does not quote rates.

  6. Step 6:

    Pay the invoice.

Settle it through the method your finance team already uses for local vendors, confirmed at account setup.

  7. Step 7:

    Keep a named account manager.

A Technical Account Manager in Dhaka handles billing questions, access and ongoing cost work. It is part of the partner relationship, not a separate AWS Enterprise Support fee.

What it costs: how to read a local-currency bill

A useful local-currency figure starts from your last dollar invoice, converted, and then reduced by the levers that actually apply. This page publishes no before-and-after sample bill. Those examples need anonymized invoices, which are not yet in TiCON's facts file. What is published is the saving range TiCON states across the site.

Partner pricing plus cost management typically lands 15–35% below AWS list for compute and storage, including EC2, S3, RDS and EKS. The gap is largest on CloudFront and CDN bandwidth, where it reaches up to 40%. These are not guarantees. An estate already on Savings Plans and right-sized will move less. An estate running idle on-demand resources will move more. The only reliable way to set a local-currency figure for your account is to send the invoice for review.

Two other costs fall away when you stop paying AWS with a card: the bank's exchange spread and any wire fee. Their size depends on your bank and the rate on the day, so they are not included in the 15–35% range. Treat them as additional recovery, not as a number this page has estimated.

The exchange rate on a partner invoice follows the invoice's own quoting policy, and the rate source is shown on the invoice. If you need a modelled number before you switch, the free bill analysis returns a line-by-line view of your current dollar bill and an estimated local-currency outcome, labeled as an estimate.

Freelancers and individuals

A company invoice is the wrong product for a person who wants to learn AWS. If you are an individual, you do not need to buy an account. Open your own account on aws.amazon.com, attach a card your bank will authorise for international charges, and stay inside the Free Tier until you know what you are doing. That path is legitimate. A pre-verified account from a marketplace is not.

Use a card when the spend is yours, the amount sits inside your bank's international limit, and you do not need a local tax invoice. That covers most study work, personal labs and short freelance jobs. Watch the Free Tier calendar. The surprise bill is almost always an open resource someone forgot, not AWS charging extra.

Move to invoiced billing when a company is the customer: a client that needs a tax invoice, a startup that cannot run production on a founder's personal card, or a bill that has outgrown a retail card. At that point the risk is not the hourly rate of an instance. It is an account in a person's name, a card that can be declined, and no document an auditor will accept.

If a client asks you to run their production workload on an account you bought, or on your personal card, the answer is no. Open a proper account, or introduce the client to a partner. The AWS Customer Agreement is the reason: accounts are not transferable, and a chargeback on someone else's card is how such accounts disappear.

Compliance notes: residency and paperwork

Paying through a partner does not decide where data lives. AWS has no Region inside Bangladesh. Production for TiCON's Bangladesh-based clients runs in Mumbai or Singapore. If a regulator, a board or a contract requires data to stay in a given jurisdiction, that is an architecture and residency question, covering encryption, classification and sometimes a local copy. It is not a billing question. Read the data residency guide before you assume a local invoice means local storage.

What a local invoice does solve is the commercial and tax paper trail. The invoice is issued by TICON System Limited from its Dhaka office. Taxes are applied on that invoice as applicable in your jurisdiction. This page does not restate current rates or form numbers, because finance owns those figures and they change. Your accountant should read the invoice itself.

A payment to a local partner in local currency and a payment to AWS by card are different transactions. Procurement usually asks that distinction, even when the conversation starts with "can we pay in local currency?"

Verify the partner before you sign. TiCON Cloud's AWS Advanced Tier listing is in the AWS Partner Solutions Finder. A badge on a website is not the record; the Finder is. Ask for the listing URL, check its legal entity against the entity that will invoice you, and keep a copy with the contract. The same check applies to any partner you shortlist; see how to choose an AWS partner.

This page is not legal advice. Confirm the requirements that apply to you, as applicable in your jurisdiction, with your counsel and finance team.

If you run AWS from outside the United States, the bill arrives in dollars. A domestic debit card is often declined for an international charge. Mobile wallets cannot pay Amazon Web Services directly. This is the short version of how a company settles that bill in its local currency.

AWS collects in dollars. A card payment is a cross-border purchase, and your bank decides whether to approve it. Your bank has a limit. Ask the issuer for the figure; it changes.

Mobile wallets settle payments inside a country. They are not an AWS merchant.

People try four paths. The first is an international or dual-currency card, if your bank authorises the merchant. That suits a lab, a student account or small personal spend. The second is a virtual dollar card. It follows the same path with more fees. The third is someone else's card, or a verified account bought from a marketplace. Do not do this. The AWS Customer Agreement does not let you buy, sell or transfer accounts, and those logins get suspended. The fourth is a partner invoice in local currency. That is the company path.

With a partner, you request an account review. The partner completes company checks, creates or links the AWS account, and meters usage. Once a month, the partner issues one local invoice. You pay it the way you pay other local vendors.

The workloads do not move. Same console, same APIs, same Regions. For Bangladesh-based production, TiCON uses Mumbai and Singapore. There is no AWS Region inside Bangladesh, and a local invoice is not data residency.

On cost, partner pricing plus cost management typically lands fifteen to thirty-five percent below AWS list for compute and storage. CloudFront can be up to forty percent lower. Those are published ranges, not a quote for your estate. Taxes on the invoice follow the rules that apply in your jurisdiction. This video will not invent either.

Frequently asked questions

How can I pay my AWS bill from Bangladesh?

A company can pay through an AWS partner that invoices in local currency, such as TiCON Cloud. An individual can pay AWS directly with an international or dual-currency card if the bank authorises it. Mobile wallets cannot pay AWS directly.

Which payment methods does AWS accept?

AWS collects in dollars by card and by the other methods it lists for the account's seller of record. A partner invoice is a separate commercial arrangement that the partner collects in local currency.

How do I send an international payment?

Through your bank, under the foreign-exchange rules that apply in your jurisdiction. Limits and documents depend on the bank and the current rules. A partner invoice in local currency avoids that path for the cloud bill.

Can I pay AWS with a mobile wallet?

Not directly. A partner invoice can be settled by the methods agreed at account setup, which may include a mobile wallet. Confirm that at setup.

Does AWS bill in local currency?

AWS does not invoice Bangladesh-based customers in BDT. A partner does. TiCON Cloud invoices AWS usage in BDT on one monthly invoice, and the workloads still run on AWS.

Is a pre-made AWS account safe to buy?

No. The AWS Customer Agreement does not allow buying, selling or transferring accounts. Those accounts are routinely suspended, and you can lose the data on them. Open your own account, or bill through a partner.

What happens if my AWS bill is unpaid?

AWS can suspend the account and, after its published overdue process, close it. If the block is a card decline or an exchange limit, pay the invoice or move billing to a partner.

Do I still need a US-dollar credit card?

Not if you bill through a partner. You still need a card, or another AWS-accepted method, if you pay AWS directly.
