Searches for "Brilliant Cloud vs AWS" usually turn into a latency argument. That is the wrong frame. An AWS partner sells a hyperscaler catalogue, served from a named Region, plus whatever commercial wrapper the partner adds. Brilliant Cloud is a different public cloud, aimed at buyers who want their workloads in a local facility. TiCON Cloud (TICON System Limited) is an AWS Advanced Tier Partner, not Premier. It does not operate Brilliant Cloud. This page compares mechanisms. It does not publish ping figures, a Brilliant price list, a certification rating, or a customer count beyond what was printed in 2024. Corrections: info@ticonsys.com.

Who each option fits
Choose Brilliant Cloud if:
- Data must be stored in a Bangladeshi facility, and a hyperscaler Region outside the country cannot meet that rule.
- You want a local public cloud with local payment options and the contract terms Intercloud gives you today, not a 2024 article.
- The catalogue you need is the OpenStack-style set described in press coverage (instances, object storage, load balancers, identity and access, virtual networks), not the full AWS service list.
- You will measure latency yourself on your own network path.
- A hybrid is acceptable: some categories stay in-country on Brilliant Cloud, while others run on AWS through a partner.
Choose AWS through TiCON Cloud if:
- You need the AWS catalogue, including managed databases, serverless functions, content delivery and the rest of the Region list, served from Mumbai or Singapore.
- You want the AWS usage billed in local currency through a reseller invoice. Confirm the billing path in the contract before you sign.
- In-country residency is not the constraint, or only some workloads have that constraint and the rest can leave.
- You have verified Finder listing 0010h00001cA3jpAAC and Advanced Tier is enough for your purchase.
- You want a named Technical Account Manager and 24×7 coverage written into a managed-cloud annex, not inferred from a homepage.
Two products, not two spellings of one cloud
AWS through a partner is a hyperscaler account, or a reseller invoice against one, running in a named Region. Its edge caching is not in-country storage, and AWS does not name a Bangladesh city as a Region. Brilliant Cloud is the public cloud brand Intercloud Limited publishes. Its homepage, accessed 24 September 2026, calls it the first public cloud service provider in Bangladesh. These sentences describe different infrastructure, catalogues and failure domains. Ranking one as the better cloud is a category error.
TiCON Cloud sells the AWS-through-a-partner side of that split. It does not operate Intercloud's cloud. If you want a broader view of the three hyperscalers, read AWS, Azure and Google Cloud compared. To choose a partner firm, read how to choose an AWS partner.
If the constraint is data residency, start with data residency rather than with a partner badge. Local billing is not residency. An AWS invoice in local currency still stores objects in the Region you chose, unless you chose a different product for those objects.
What the 2024 press coverage reported
On 15 March 2024, The Business Standard published a feature on Brilliant Cloud written by an Intercloud executive. It described an OpenStack platform with a portal for instances, alarms, identity and access, virtual networks, security groups, S3-compatible object storage and load balancers, plus backup-as-a-service. It described local payment, monthly fixed billing, and a local internet exchange path. It stated more than 350 customers at that date.
This page does not re-count that customer figure, publish hardware specifications or repeat latency claims. The feature described the service as offering minimal latency. Treat that as the provider's own claim, dated March 2024, and measure your own path before you rely on it. No dated ping measurement for Brilliant Cloud is held in this site's facts file.
Intercloud's homepage, accessed 24 September 2026, still presents Brilliant Cloud as the first public cloud in Bangladesh and also describes telephony and connectivity products under the same brand. Confirm current services, facilities and service clocks with Intercloud. A 2024 article is not a 2026 price book.
Where the data sits, and what the invoice is
On the AWS side, you either open an account you own or buy through a reseller. See how to get an AWS account from Bangladesh and paying your AWS bill from Bangladesh. Workloads sit in a named Region. TiCON's published Regions are Mumbai (ap-south-1) and Singapore (ap-southeast-1). The reseller estimates on this site are typically 15–35% below AWS list on compute and storage, and up to 40% lower CloudFront bandwidth. These are estimates, not a quote. For a run-rate model, use the AWS pricing calculator.
On the local-cloud side, data sits in a Bangladeshi facility and the invoice is local. The catalogue is narrower. That is the trade-off. A hybrid is ordinary when some categories must stay in-country and others need a service AWS already offers. Do not assume one contract covers both unless both providers are named in the paper.
MAP is an AWS program. It is not a discount line on a local OpenStack cloud. This page publishes no MAP dollar amount for TiCON. If you are migrating to AWS, ask about current AWS programs. If you are buying Brilliant Cloud, ask Intercloud for its own commercial terms.
Support you can verify, and support you must ask for
The 2024 press coverage described a local, on-site support reason to compete with global clouds. That is positioning from 2024, not a minute-by-minute matrix. Ask Intercloud for its contract clock. TiCON Cloud publishes its Finder listing and a Dhaka office, and it provides 24×7 coverage on in-scope infrastructure when the managed-cloud annex says so. Minutes stay in that annex. Neither homepage is a service-level agreement.
TiCON names its clients on its case-study pages: United Commercial Bank (UCB), Rabbithole, Bangladesh Television (BTV), Banglalink Digital Communications and OnnoRokom. Intercloud's customer count is a 2024 press figure, not a 2026 audit. Do not read either number as a league table.
If a tender requires a facility certificate, ask Intercloud for its current certificate. AWS designations are on the Finder, not in a local-cloud brochure.
How to choose the bucket first
If the job is a hyperscaler through a partner, shortlist AWS partners on the Finder and use the questions in how to choose an AWS partner. If the job is data that must stay in-country, talk to Intercloud and any other local facility you trust, and read data residency. If the job is a small website or a single virtual machine, read cloud hosting, which covers the qualitative choices without a price list.
The other partner comparisons are at all comparisons. The AWS-side firms in those comparisons do not replace Brilliant Cloud, and Brilliant Cloud does not replace them.
This page is not legal advice. Confirm the requirements that apply to you, as applicable in your jurisdiction, with your counsel and compliance team.
Talk to an architect when the constraint is mixed: residency plus a catalogue that AWS already offers.
Frequently asked questions
Is Brilliant Cloud an AWS partner?
No. Intercloud Limited publishes Brilliant Cloud as a local public cloud. TiCON Cloud is an AWS Advanced Tier Partner. They are different products. Confirm Intercloud's details on intercloud.com.bd.
Does Brilliant Cloud keep data in Bangladesh?
A local public cloud keeps compute and objects in a Bangladeshi facility. Confirm the current facility in the contract. AWS Regions used from Bangladesh are Mumbai or Singapore.
What did the 2024 press coverage say?
It described Brilliant Cloud as an OpenStack platform with local payment, monthly fixed billing and more than 350 customers at that date. Re-confirm current terms with Intercloud.
Will this page give me a latency figure or a price?
No. There is no dated ping in the facts file, and this page publishes no local price list or certification rating. Ask Intercloud for current prices. For an AWS run-rate, use the [AWS pricing calculator](/tools/aws-pricing-calculator).
Can I use both?
Yes, when some categories must stay in-country and others need an AWS service. Write both providers into the contract. Paying AWS in local currency does not make data residency.
Is TiCON Cloud a Premier partner?
No. TiCON Cloud (TICON System Limited) is an AWS Advanced Tier Partner. Confirm Finder listing 0010h00001cA3jpAAC. Premier status does not affect a local-cloud decision.
